Abstract

Purpose

This study explores how police culture is experienced by women officers serving in positions where they are significantly underrepresented (i.e. leadership and elite specialty units) and the environmental factors that shape these experiences.

Design/methodology/approach

A qualitative analysis of transcripts from interviews with 71 women serving in male-dominated roles was conducted (N = 39 ranking women; N = 32 women on elite units).

Findings

Participants described five occupational, organizational and assignment-level factors that shaped their workplace experiences. While some contextual forces at play are similar for women working patrol (e.g. traditional police culture, the underrepresentation of women in law enforcement) unique position-level factors were also identified (e.g. the high-risk and consequential nature of the work).

Practical implications

While the cultural environment for women patrol officers has improved in the past few decades, the same cannot be said for women working in positions that are still dominated by men. More attention to this area of policing is needed to ensure gender diversity is achieved throughout organizations and not only in positions deemed suitable for women.

Originality/value

The study extends research on women in policing beyond the focus on patrol. Further, it explores the assignment- and rank-based perspectives of police culture, which are largely absent from the literature.

Abstract

Purpose

The paper explores the prevalence of mentorship opportunities for women police officers, the nature of mentorship relationships, and their perceived effect on women’s career advancement.

Design/methodology/approach

Data consist of online surveys (N = 924) with women police officers working in the United States. A content analysis of emergent themes from one open ended survey question was conducted.

Findings

Findings underscore the central importance of mentorship in policing, the lack of mentorship among women due to in-group competition, and participants’ active participation in mentoring future generations of women officers.

Originality/value

Factors contributing to the lack of gender diversity and specifically the retention of women in policing, are not well understood. The underrepresentation of women in coveted specialty assignments and upper ranking positions is also of concern. A possible explanation is that women officers lack role models and networking opportunities that are more readily available to men in this male-dominated field, which could encourage women to remain in law enforcement and assist in their career advancement. As many agencies have or are beginning to establish mentorship programs for women, research focused on the need for and effectiveness of mentorship for women officers is needed.

Abstract

Purpose

The purpose of this paper is to assess perceptions of body-worn cameras (BWCs) among citizens who had BWC-recorded police encounters, and to explore the potential for a civilizing effect on citizen behavior.

Design/methodology/approach

From June to November 2015, the authors conducted telephone interviews with 249 citizens in Spokane (WA) who had a recent BWC-recorded police encounter.

Findings

Respondents were satisfied with how they were treated during the police encounter and, overall, had positive attitudes about BWCs. However, only 28 percent of respondents were actually aware of the BWC during their own encounter. The authors also found little evidence of a civilizing effect but did document a significant, positive connection between awareness of the BWC and enhanced perceptions of procedural justice.

Research limitations/implications

Authors only interviewed citizens who had encounters with officers wearing BWCs. However, variation in BWC awareness among citizens allowed the authors to construct a proxy “non-BWC condition” for comparison.

Practical implications

The pre-conditions necessary to produce a civilizing effect among citizens are complex and difficult to achieve. The intriguing relationship between BWC awareness and procedural justice suggests the technology may have the potential to improve police legitimacy.

Originality/value

The study is among the first to explore attitudes about BWCs among those who have their police encounters recorded, and results demonstrate high levels of support among this population. Findings bode well for continued adoption of BWCs in policing.

Abstract

Purpose

The diffusion of innovations paradigm suggests that stakeholders’ acceptance of a police innovation shapes how it spreads and impacts the larger criminal justice system. A lack of support by external stakeholders for police body-worn cameras (BWCs) can short-circuit their intended benefits. The purpose of this paper is to examine the perceptions of BWCs among non-police stakeholders who are impacted by the technology as well as how BWCs influence their daily work processes.

Design/methodology/approach

The authors conducted interviews and focus groups (n=41) in two US cities where the police department implemented BWCs. The interviewees range from courtroom actors (e.g. judges, prosecutors) to those who work with police in the field (e.g. fire and mental health), city leaders, civilian oversight members, and victim advocates.

Findings

External stakeholders are highly supportive of the new technology. Within the diffusion of innovations framework, this support suggests that the adoption of BWCs will continue. However, the authors also found the decision to implement BWCs carries unique consequences for external stakeholders, implying that a comprehensive planning process that takes into account the views of all stakeholders is critical.

Originality/value

Despite the recent diffusion of BWCs in policing, this is the first study to examine the perceptions of external stakeholders. More broadly, few criminologists have applied the diffusion of innovations framework to understand how technologies and other changes emerge and take hold in the criminal justice system. This study sheds light on the spread of BWCs within this framework and offers insights on their continued impact and consequences.

Abstract

Purpose

The purpose of this paper is to offer a state-of-the-art review of the research on women of color in American policing. Directions for future research are also highlighted.

Design/methodology/approach

Using several online databases, a literature search was performed to collect all relevant empirical studies on the topic. The review includes only studies that examined research questions about minority women officers in their own right.

Findings

The review identified 12 studies focused on recruitment, hiring, retention and the on-the-job experiences of this population. Most studies focused on black policewomen. All data analyzed in these studies are at least 20 years old.

Originality/value

Research on minorities in policing tends to concentrate on either black men or white women. For decades, scholars have called for more research on policewomen of color, yet little progress has been made. The current study takes stock of the existing research and provides a much-needed agenda to fill this research gap.

Abstract

Purpose

The purpose of this paper is to examine perceptions of de-escalation among police officers who were nominated by peers as the most skilled at this strategy.

Design/methodology/approach

A peer nomination process identified eight skilled de-escalators in one department. Interviews were conducted with the officers individually. Additionally, in a focus group, the officers watched and debriefed body-worn camera videos for themes related to de-escalation.

Findings

Officers defined de-escalation as bringing calm to a conflict using the least amount of force possible. They said it could also be used preventatively. They identified de-escalation tactics, characteristics of skilled de-escalators and situations in which de-escalation is less effective.

Originality/value

This study initiates research into a much discussed but rarely researched topic. Future studies should continue to work toward a definition of de-escalation and understand how it can be used in policing to reduce violence, protect life and enhance police legitimacy.

Abstract

Purpose

Emotional intelligence (EI) reflects an ability to acknowledge one's own emotional state and keep one's emotions in balance while recognizing emotions in others, managing interactions and relationships with them and resolving conflict. Considering that police work largely involves interactions with others, the purpose of this paper is to offer a state-of-the-art review of the research on EI in policing.

Design/methodology/approach

Using several online databases, a literature search was performed to collect all peer reviewed studies on EI in policing from around the globe. The authors review the nature of this research and its major findings. They also summarize how EI was conceptualized and measured across studies.

Findings

The authors' search generated a list of 20 studies carried out in 9 countries. Almost all used survey methods and most adopted an ability-based model of EI. The most common area of focus was on correlates of EI in police officers (N = 12), followed by descriptive studies of EI in police officers (N = 5), and finally assessments of the relevance of EI for police training (N = 3).

Originality/value

Policing research has not paid enough attention to EI. To the authors' knowledge, this is the first effort to assess the state of this literature. With law enforcement agencies looking for ways to improve citizen trust and legitimacy worldwide, the preliminary evidence suggests EI warrants considerably more empirical and practical consideration.

Abstract

Purpose

The purpose of this paper is to examine individual-level factors related to police body-worn camera (BWC) acceptance.

Design/methodology/approach

Surveys were completed by 119 officers from one northwestern police agency a year after BWC deployment. Relationships between demographics, job characteristics, cultural attitudes, organizational justice perceptions and BWC acceptance were examined.

Findings

Supervisors, as well as officers who had worn BWCs longer, worked the most active patrol shifts, and viewed their supervisors as critical, reported more BWC acceptance. Other indicators of culture and organizational justice were not significant.

Originality/value

BWCs offer many benefits, but to realize these outcomes officers must accept and use the technology. Research shows wide variations in officer acceptance of BWCs. These findings suggest some officers view BWCs as helpful in dealing with job stressors, including supervisory responsibilities, high volumes of calls and critical supervisors, and tend to grow more accepting of them over time.

Abstract

Purpose

A narrative review of existing research literature was conducted to identify practices that are likely to improve the quality of de-escalation and use-of-force training for police officers.

Design/methodology/approach

Previous reviews of de-escalation and use-of-force training literature were examined to identify promising training practices, and more targeted literature searches of various databases were undertaken to learn more about the potential impact of each practice on a trainee's ability to learn, retain, and transfer their training. Semi-structured interviews with five subject matter experts were also conducted to assess the degree to which they believed the identified practices were relevant to de-escalation and use-of-force training, and would enhance the quality of such training.

Findings

Twenty practices emerged from the literature search. Each was deemed relevant and useful by the subject matter experts. These could be mapped on to four elements of training: (1) commitment to training (e.g. securing organizational support for training), (2) development of training (e.g. aligning training formats with learning objectives), (3) implementation of training (e.g. providing effective corrective feedback) and (4) evaluation and ongoing assessment of training (e.g. using multifaceted evaluation tools to monitor and modify training as necessary).

Originality/value

This review of training practices that may be relevant to de-escalation and use-of-force training is the broadest one conducted to date. The review should prompt more organized attempts to quantify the effectiveness of the training practices (e.g. through meta-analyses), and encourage more focused testing in a police training environment to determine their impact.
